Quota method

In the help of OOB editor are listed quota and CEH method for create the OOB; I know the CEH moethod which is the default but how is activated the quota method?

The quota method is always activated.
The method defines the limits for each type of units.
CEH is just the count the strength...

Is it clear?

so the regiment typology maximum number is already limited by the editor? correct?

Yes, quota is a limit for each kind of units (country, year)
For example, the limit is around 5% for the French Guard Units, so you can't get more around 5% of strength for the Guard.
The quota is only in the OoB editor when you build your OoB.

I have a problem with the quota not working properly with Light Cavalry.  This problem only occurs with Lt. Cav and only when I have used my maximum of Medium Cav, I will have plenty of free % left but no units available.  This happens no matter what country I have selected.
Example below is a 155 ceh, I have used my Med. Cav % and have 13 left for Lt. Cav but none is available?
