my PC can't read disk

Hello,
            I inserted the CD with the install.exe and nothing happens  Autoplay does not start
the download . When I choose to 'Open' the program the disk just turns and nothing happens for a long
time :

then after a long time  I'm asked to remove previous installs
then install starts normally

This is the correct operation for the .exe file ?
