Belgium Doctrine

gentlemen,

I have downloaded the Belguim troop mod and added them to my OOB files. It also created a Bel Doctrine file in the Doctrine Editor however I cannot create a doctrine.  It allows me in but when I save my doctrine it shows nothing on the current active doctrine menu.  What am I doing wrong?
