On the map there are red/blue "star-burst" symbles; how do these calculate in to the victory conditions and/or game play?

They represent the respective armies' Lines of Operations (LOP). They are your retreat routes, reinforcement arrival zones, supply zones, etc. They should be defended at all costs, as the loss of an army LOPs not only has a big effect on the morale of the army's units, it also is a factor that ultimately enters in the calculation of victory/defeat (check page 100 of the manual's first book)
