This bug of not retreating despite havy casualties (in defense position) was already mentionned and JMM is working on it.
Sorry, i just read your last sentence about this know bug...
It appears you have a lot of problems with the integrated PWM
Did you already made a reinstall of the game and of the PWM?

No think this is same Infantry Defense Position bug (heavy casualties) ....
.... I know JMM is working on this .... so, I am most patient ....
Observation: Coalition (Britain & Spain) Infantry is advancing against my France Defense Line .... Coalition Infantry Rgt Attacks France Rgt on Defense Line ('Engages' on my slightly modified ''Langage>English>interne2' file ) .... but it will not Recoil/Retreat or even Rout with 0 men or 0 morale .... Many Coalition 3d figures occupy same position on 3D field (with just a few casualty figures on ground) .... meanwhile, France Infantry (Holding Defense Line position) .... with 0 ammunition and good morale.... continues frequent firing of musket volleys (from what ammunition? - Historical-Limited Option pre-selected) at WIPED-OUT Coalition Infantry Rgt (according to OLD GUI box on right-lower side) .... and France Infantry do not withdraw ....
I am using 1/2 scale in PWM scenarios (and all other scenarios too, Waterloo, Austerlitz, Borodino, etc).... and very nice 3D troops I might say ....
I reinstsall patch 03b and then I reinstall integrated PWM several days ago to fix Spain CinC bug (Baylen scenario broken)
.... all works fine now (no Baylen scenario in folder anymore) ....
My BIG question is what happened to Screenshot function? ....
Also, I cannot attach SAV files to forum messages because it is not allowed format .... anyway, old Albuera scenario SAV file is gone (replaced by new Albuera scenario - with some more strange graphic events!).... so, I guess I must re-learn Beta-Test 'REDMINE" protocols again to submit SAV files.... good way to spend weekend ....
